Unreal Frontend won't open...help

I can't get frontend to open.... gives me some Oxc0000 blah blah error and won't open.... same for the rest in binaries except for main game...

I just installed XP fresh on freshly formatted computer...
Celeron R 3.45
2GB Ram
GeForce8600GT (Ithink) 256mb

UT3 is pretty much the only thing I've put on this computer... I know it's not an ideal setup but it runs the game just fine, the editor seems to run fine, I just can't open frontend....
...Any ideas?
