Seeing that 6 million people only bought Gears 2 because of the Gears1 shotty and only about 10,000 of these players are ever online at one time, I think your question is answered on how many people actually like this update or even Gears 2 without the shotgun.
Gears1 had 100,000+ people on for an extremely long time, Gears2 can't last with 40,000 for a month.
Maybe you should do some statistics, people don't like this game.
